DOE CD-2 Review

SUBJECT: DOE CD-2 Review

I am pleased to report the successful completion of the DOE CD-2 Review of the APS Upgrade that took place between December 4 and 6. The purpose of this review, chaired by Daniel Lehman, the Director of the Office of Project Assessment, was to determine if the APS Upgrade Project had fulfilled the requirements for CD-2, “Approve Performance Baseline,” and was ready to request CD-2 approval. The review committee was charged to assess the Project in areas of management, scope, cost and schedule, environment, safety and health, quality assurance, responsiveness to prior reviews and documentation preparation. The overall assessment of the Committee was to recommend APS Upgrade for CD-2 approval.

During the course of the review, twenty-six reviewers heard fifty-eight presentations spanning the scope of the Project and it’s relationship to the ongoing operations of the APS. The Committee made constructive recommendations and the Project will provide responses prior to CD-2 approval by the DOE Office of Science Energy Systems Acquisition Advisory Board (ESAAB). The CD-2 review was the most important review to date and its successful outcome is a result of an extraordinary effort for all involved. I sincerely thank you for your support and contributions to this outstanding achievement.
