Pete,
  I don’t believe this is an issue with building EPICS Base.  I bet you moved to a new HOST machine, right?  I had to ADD into the top level CONFIG (or was it RELEASE?) and OS/CONFIG the x86_64 target setups because I’m building on an AMD 64 Bit CPU. 
And/Or someone forgot to add this  setup as part of the release update
I’ve built for x86_64 under 3.14.12.4 and 3.15.0.1 successfully.

Ok, so the failure occurs when building in your configure directory; are
there any differences between the files you have in there and the ones
in the standard makeBaseApp template? You might want to try completely
replacing your originals with new ones as we do make minor changes to
them over time -- for example newer templates have a CONFIG_SITE file.
The only file you'll want to keep would be the RELEASE file.
