Hi Martin & Guobao,

Thanks for your reply, which gave me hints.
Since my softIOC is very compact, previously I hoped to just build a single package. However, behavior of building single package differs from multiple package, e.g. no debian/tmp directory created and installation almost not controlled by "package.install" file. So after changing the debian package to a multiple package, everything seems to be the same as other epics debian packages.

Ok, so Debhelper installs all files it finds automatically. You can
override the dh_install target in debian/rules by using something like:

override_dh_install:
        rm -f debian/tmp/usr/lib/epics/configure/RELEASE
        dh_install --fail-missing
