I see that your error messages refer to a config directory so I think you downloaded "Extensions build config files (R3.13)" which are very old files for EPICS R3.13 builds.  You should download the "Extensions build configure files (R3.14)". from the extensions web page. 

After you download and unzip the file to create your extensions tree you should set EPICS_BASE in the extensions/configure/RELEASE file to your EPICS base top directory.

After Making Some changes here and there in RElease files 
Now I am Stuck Here for compiling MEDM: 

root@murad-desktop:/opt/epics/extensions/src/medm# make 

../../config/CONFIG_EXTENSIONS:68: /opt/epics/config/CONFIG: No such file or directory 
Makefile:16: /opt/epics/config/RULES_DIRS: No such file or directory 
make: *** No rule to make target `/opt/epics/config/RULES_DIRS'. Stop.

EPICS Base is Installed and Compiled (Base Installation Attached) 

While Compiling MEDM the erorr occures during make (extensions error attached) 

kindly let me tell that how can I compile MEDM properly. 
Also what are other alternatives to MEDM. CSS is just like MEDM or some other thing.
