 To be generic, such a feature would have to work cross-IOC. (As the
application has no control over the servers that a set of PVs is
deployed to.)
Which makes this feature a typical middle-layer issue.

PVManager [1,2] is targeted to achieve a similar thing for V3 and V4 (as
a client library), the Gather service will provide combining different
PVs into an array for V4 (as a middle-layer service).

a feature that lets you subscribe to a set of PVs and then
be notified when all members of the set have updated.
