Not sure exactly what you mean by 'diagnostics'. If you mean EPICS
device support for Siemens PLCs, I have a work in progress that is
fairly well advanced, on that level. It is for Siemens S7 style
protocol, and is based heavily on Mark Rivers' Modbus device support.

For accessing Siemens S7 PLCs, there's also the SLS driver at
http://epics.web.psi.ch/software/s7plc/ and the option to use an OPC
server and the OPC Gateway at
http://www-csr.bessy.de/control/SoftDist/OPCsupport/ .
