It's not looking to me like anyone in the free IDE category is going to clearly win. Both Eclipse and NetBeans have ardent followers. It does look like the EPICS community is leaning towards Eclipse from what I can see, though.


But regardless of which IDE you use, any (java) project one creates should be buildable outside the IDE using Ant. This is actively supported and encouraged for Eclipse. You just need to put in a small effort to create a build.xml file along with your project. This allows a developer to use whatever IDE they choose (or none, for emacs types such as myself). Projects that use Ant build.xml are naturally portable across IDE.
