I wonder if OS_CLASS is not being set to RTEMS for your build.  Either your base/configure/os/CONFIG.Common.RTEMS isn't setting it (OS_CLASS=RTEMS has been removed?) or your CONFIG.Common.RTEMS-uC5282 file is not including CONFIG.Common.RTEMS or something of this nature.
