not the solution, but maybe a hint:
i get the same error message under win2000 when i issue a caget command
from the command prompt as long as carepeater.exe is not running. caget
reports the UDP failure message, but also the correct PV value.
after carepeater started, whether automatically (by caget) or manually,
subsequent cagets report no error.
nor do i get any error when i use kay kasemir's activex client nor
direct ca.dll calls.
