Yes, correct. (FWIW: A single gui_group value, not a set.)
Our tdct tool ( http://isacwserv.triumf.ca/epics/tdct/),
the fully Capfast-compatible database configuration tool relies
on promptgroup:
- tdct uses the existence of the promptgroup property for a
field in the record's dbd definition as an indication that
the field can be configured by tdct.
- tdct does *not yet* use the value of the promptgroup
property, as these seem to be assigned somewhat arbitrarily.
Here at TRIUMF, we would be extremely vulnerable to
dbd-dbd-changes which are not fully backward-compatible [...]

I think you will be safe. Let me give your more details.
The objective is to clean up the situation that you correctly
describe as promptgroups being "assigned somewhat arbitrarily".
There is *no* intention to change the syntax of the record field
description. There will be a property "promptgroup" which takes a
"gui_group" value. The tags will match "GUI_*", and every dct
configurable field will have a promptgroup property.
However, the set of allowed gui_group values, i.e. the "GUI_*" tags,
would change, and the fields' assignments would be re-done in a
reasonable way, to the new groups.
You can check the LaunchPad bug [1] that tracks this issue for even
more details. Please also add comments there if you want.
I will be able to send you a "new" base.dbd file for testing as soon
as things are getting stable.
