You need to configure an EPICS build system on your windows-x64 system if you have not already done that. This page tells you how to do that. I recommend using the version of make 4.1 that is linked to on that page.

Download the latest version of Extensions Configure files (R3.14) and Easy CA from this link:
http://www.aps.anl.gov/epics/download/extensions/index.php
Go to the extensions/src/ezca directory and read the comments in the Makefile and edit it appropriately depending on whether you want to call Easy CA DLL directly or from another DLL, such as ezcaIDL.
Then type "make".
