It shouldn't and I would consider it a bug if it were.  Of course it
worst this means selecting between two .dbd files at build time.

In this instance the issue is that the BACNet module is including as.dbd
instead of asSupport.dbd, and thus pulling in two definitions of all the
Base record types.
