No, it's not about RDB permissions. It's about the auth & auth, which is somewhat hard to configure, but in current versions of CSS, it's not as hard as it used to be.
For example, when you now click on the info of who's logged in in the status bar, you see detail of which permissions you have.
The plugins
> org.csstudio.platform.jaasAuthentication and
> org.csstudio.platform.jaasAuthentication.ui
have been replaced with org.csstudio.auth and org.csstudio.auth.ui, plus there's now the option to just use the 'current' user as the authenticated user, and file-based authorization, so it's much easier to get started.

I would suggest you get a newer source snapshot, and see http://cs-studio.sourceforge.net/docbook/css_book.pdf for it's Authentication & Authorization chapter.
