Since the problem is on the client end you should be able to just add the
IOC's IP address to your /etc/hosts file. The IOC doesn't need a DNS, but
the client library tries to find the name of any server it talks to thus it
starts up a background thread which does a DNS query, and until that request
times out the caget program won't exit.
