Does your vxWorks BSP provide the sysAtReboot() function that EPICS uses to 
register the reboot callbacks?  If not you'll see this message during booting, 
probably while loading the IOC's .munch file:

    BSP routine sysAtReboot() not found, epicsExit() will not be
    called by reboot.  For reduced functionality, call
        rebootHookAdd(epicsExitCallAtExits)

If you see that, follow its advice and see whether that solves the problem.
