Unfortunately the current IOC shell does not contain the code necessary to 
test the return status from the commands it starts and abort the startup 
script when a command fails.  It should be possible to turn that behavior 
on & off using IOC shell commands, but currently it isn't supported at 
all.  I do have an idea how to implement it without breaking compatibility 
though, so it might appear in R3.15.
