Mark,
If you don't find existing device support then I would suggest trying Stream device support. That way you just need to write a Stream protocol file, and don't need to write any C code for device support or driver.

Subject: Driver: Kepco BOP PS?
Greetings,
I am wondering if anyone can provide any information re an EPICS driver
for a Kepco BOP 50-2D Bi-polar power supply please. The interface is via
ascii SCPI commands over either RS232 or GPIB. We are intending to use
RS232 hooked up to MOXA serial to ethernet converters.
I assume an ASYN based driver is the best way to go? Any details will be
much appreciated.
