Subject:	Epics 3.14.8.2 for Windows still has problems

I have loaded and tried to build Epics 3.14.8.2 on Windows OS with VC++ (VC++ 7.0 in VS2003) and gnu make 3.80.0-3 (mingv).

Then I tried to build test IOC and met the same problem as was noticed here

Usage of “–b <epics_Base>” doesn’t help.

Can anyone fix first issue and help with second?
