At SPEAR, we have a web interface that allows users to choose records to be archived.  Records with ASG (Access Security Group) set to "Internal" are not shown.  That way, records such as fanouts and intermediate records that no one would ever care about don't clutter the interface.  (We could also set access security on such records to be no-read and no-write for all, but we don't bother).  

Perhaps ASG would work for you, depending on your requirements for channel access security.  ASG is available on all records, not just AIs.
