When I do a dbLoadRecords on a file containing a scan and wait record, I get 
the following message:

filename="../dbStaticRun.c" line number=667
Missing SizeOffset Routine - No record support? _scanRecordSizeOffset
filename="../dbStaticRun.c" line number=667
Missing SizeOffset Routine - No record support? _waitRecordSizeOffset

EPICS version is R3.13.6.

My base.dbd file includes both dbd files.

Any suggestions?
