It is by default on all C and C++ compilations, assuming you're properly
using the usual EPICS build rules (see the Makefile in the MakeBaseApp
exampleApp/src directory for the two essential include lines).
Note that the *order* of the -I options given to the compiler matches the
order of the lines in your configure/RELEASE file, where EPICS_BASE should
usually be placed last.
