Tim is correct. If the URIP field is set to YES at boot-up
and the record pointed to by RDBL (i.e., the encoder record)
has it's STAT field set to UDF (undefined) when the motor
record is initialized, then the motor record reads zero from
RDBL and sets DVAL to zero. (I recreated the problem using
V4.4 of the motor record, but I don't think that matters.)
