Error number 0x39 is ENOTCONN. Most likely your linux host is not
listening on port 7004 for iocLog. You can confirm this by looking at the
output of `netstat -a | grep 7004` on your linux box. 

If this is the case, you will need to start iocLogServer (found in
${EPICS}/base/bin/${HOST_ARCH} ) on your linux host. There is an rc
script to use to start the iocLogServer automatically on boot.
