FYI, the new branched build of core/master

https://travis-ci.org/epics-base/epics-base/branches

has been failing since

https://github.com/epics-base/epics-base/commit/269e93d284e0a00446767f8718271d057a745579

Which added a test Base.t in test/tools/Makefile while the test code
went into src/tools/test/Base.plt which looks like a mis-merge.

I naively tried to move Base.plt to test/tools/ but this wasn't enough.
