I just tested the following:
- asynPortDriver driver that does not implement getBounds, just like your driver
- longout record
- Standard asyn device support
- medm with text controller widget and text monitor widgets.  Widgets both set to hexadecimal format.

I don't see the problems you report.  I can set the values 0xFFFFFF7 and 0x800007F and the values are set correctly, they do not change.

I think you are probably correct that it is an issue with CSS.

I'm using a driver based on asynPortDriver. I'm not modifying the method 
getBounds().
