We build our EPICS IOC as a shared library, and then start it using LabVIEW.  https://github.com/sbaily/lvPortDriver  includes the EPICS device support and LabVIEW libraries necessary for the interface.  The database and IOC get built in the usual way for EPICS (so you have a full IOC with all records and capabilities), but it runs as part of the LabVIEW process.

your LabVIEW expert is right. CaLab has native libraries which are not suitable for real time OS.
