 From that table pmsg->command=15 is motorLowLimit, while command 16 is motorSetClosedLoop.

pmsg->interface is defined to be one of these enums:

Finally pasynUser->reason=19 can be seen from your asynReport output:

So motorLowLimit_ is 18 and motorClosedLoop_ is 19.

So the conclusion is that somehow your driver is being built incorrectly. pmsg->command=15 means MOTOR_LOW_LIMIT, but this is associated the pasynUser->reason for motorClosedLoop, not motorLowLimit.

I asked you previously what driver you are using, but you did not answer. I can see that whatever driver you are using is for a picomotor, and the driver must contain the strings "HZDR" and "generator used". However, none of the drivers in the motor module currently contain those strings. Is this a new driver that you wrote?  If so, perhaps it has a logic error in the constructor or something.
