Well ... depends on your definition of "use".
The client library by Unified Automation is licensed in a way that allows redistribution of applications as binaries (plus shared libraries) royalty-free. However, header files and documentation are explicitly under an NDA.
In other words: using an IOC with that support does not require a purchase, however, creating that IOC does require a license.
If I remember correctly, the upstream author Bernhard Kuner intends to make a statically linked IOC available.

If this is the case, is there OPC UA EPICS device support software available that does not require the purchase of a license?


Have a look at https://github.com/bkuner/freeOpcUaEpicsDevSup, which uses the free OPC UA client library available at https://github.com/FreeOpcUa/freeopcua. However, Bernhard did not find the free client stable and robust enough for production use, and switched to the commercially available client mentioned above.

Again: if someone with a license provides you with a binary, you can use it without restrictions.
Also: Unified Automation charges less than 4000 USD for a source code developer license on the Linux platform, which might be affordable in the end.
