The EPICS Core Developers team would like to announce the availability
of the first Release Candidate version of EPICS Base-3.16.1, which can
now be downloaded from the EPICS Website.

There are too many new features provided in this release to list here.
See http://www.aps.anl.gov/epics/base/R3-16/1.php for links to the
download files, Release Notes and other documentation. Please note that
some new features have not yet been added to the Application Developers
Guide. They should have been covered in the Release Notes however.

This is a release candidate, not the final release. We are asking the
community to download, build and test it against your software, and
report any problems back to this tech-talk mailing list.

Note that some APIs have changed so code changes may be needed in some
external device support modules and record types to build against this
version. We have tried to document any changes needed in the Release
Notes, including giving pointers on how to make your software compatible
with older releases of Base in addition to this one, so please check
that document carefully before reporting build issues.

If problems arise that require fixes we may make additional candidate
releases. We hope to make the final release of Base-3.16.1 in about 3-4
weeks time.
