The "Appliance assigned" typically implies that you were able to complete the "Archive PV" workflow (SELECT * FROM PVTypeInfo WHERE pvName = "<pvName>"; gets you something) but that the engine failed to establish the connection to the PV. Do you see anything
interesting in either the mgmt/engine's log files?
