Quick question: Is the above file really named CONFIG_SITE.LOCAL or is
it actually CONFIG_SITE.local? Case matters on most Linux filesystems,
and the AD2 build will not normally look at any file called
CONFIG_SITE.LOCAL

I haven't actually looked at the content of your files, but if you want
to look at a successful build you of AD2 you can browse through the APS
Jenkins workspace at
    https://jenkins.aps.anl.gov/job/epics-areaDetector/ws/
