For what it's worth, there's a wiki page for the perspective related changes in CSS:

Eventually that information would be good to have in the online help,
but for now it's not.

Not sure.
If you check the workbench.xmi file mentioned before, it has an entry
"persistedState key="perspectiveBarVisible" value="true"
So if you decide to go with a 'locked' setup where you once create a golden window layout,
and each time users start CSS they get that setup,
you can try disabling the perspective bar via that file.
If that fails, you'll have to update you product to replace the ApplicationWorkbenchWindowAdvisor which currently shows the perspective bar, status bar etc. with what you want for your site.
