I believe the libCom OS-interface layer in all released versions of
EPICS Base is only compatible with the API for RTEMS 4.10 and doesn't
have code in it for ARM CPUs either.

Heinz Junkes is working on a port of Base for RTEMS 4.12 (actually for
RTEMS 4.11.99 which is the development branch for 4.12), but the core
developers haven't discussed his changes much yet and they aren't ready
to merge at this point. That discussion should be taking place at
https://code.launchpad.net/~junkes/epics-base/adap-rtems4.12/+merge/311305

If you're interested in helping with this porting effort we would happy
to have the additional help. Detailed discussions that are not directly
related to Heinz's code should take place on the core-talk mailing list.
