Hi Ben—

Perhaps the arp table is getting corrupted by some mis-behaving device on the network. That could explain the 15 minute recovery time. Try running ‘arpShow’ and ‘inetstatShow’ on the VxWorks box, and ‘arp -a’ and ‘netstat -a -n’ on the Windows box, both when it is working and when it is not. 

Even more useful would be to run something like wireshark on the Windows box to see what is happening on the network.
