So by complete coincidence there happened to be updates/upgrades being
applied to the VMs that implement the APS web-servers last night, and of
course the most critical one (the file-server) failed, resulting in the
complete failure of the APS website. That has now been fixed, so
hopefully all of you who reported problems should now be able to access
the site again and check out the secure download pages.

My apologies for the inconvenience, and thanks to everyone who reported
seeing problems.
