Thank you all for the input.Removing the -DEPICS_NO_DLL From the compile line solved it for me. Might as well update MCA maintainer with this info.

IIRC the -DWIN32 flag is used for all target builds that use the EPICS
Windows implementations in libCom and the MSVC compiler, even when the
target is actually a 64 bit CPU.
