If your CONFIG_ABC file and the CFG += CONFIG_ABC setting are in a
source directory and Makefile that gets built first, they would be in
place when the second Makefile is run that sets ABC. I think the
original idea was to use your <top>/configure directory for installing
the CONFIG_* files from, it has its own Makefile which is suitable for
doing that installation.

The uninstall rule may be reliant on the CONFIG_ABC file being in your
configure directory as I mentioned above. I think doing that should fix
your issues, it seems to work properly for me.
