Ron Sluiter added support for the IP-520 in release 2.14 of drvIpac (see
https://svn.aps.anl.gov/trac/epics/ipac/wiki/V2.14 for details) but at
the time he didn't have a demand for supporting the IP-521 as well. I
expect the two modules to be very similar though, so I would definitely
recommend looking at his driver if you have to write your own
(contributions to drvIpac are welcomed!).

If you will be using an Acromag carrier board with this they may provide
a VxWorks driver that handles both the IP module and carrier; you don't
/have/ to use an EPICS-specific driver for serial ports as long as you
can integrate the driver into your VxWorks image yourself (but then you
may not be able to use other IP modules as well unless they're all from
Acromag and come with their own drivers).
