To disable linking with libreadline for your target build, the relevant
setting is actually found in the CONFIG_SITE.Common.linux-arm file; the
above just disables the use of libreadline with the host build. The
readline library *is* available on many linux-arm targets, but the
current default in Base for linux-arm requires you to explicitly enable
readline if you have it.
