Looks like this is libungif: http://directory.fsf.org/wiki/Libungif, "a specially modified version of giflib which is free of the Unisys LZW patent", and packages.ubuntu.com suggest this is available as libungif-bin (though `apt-cache search` suggests giflib-tools instead).
