Version 2.7 of the devlib2 PCI/VME hardware access library is now
available.  Mostly bug fixes.  Note that the EPICS_BASE make variable is
no longer defined by default in configure/RELEASE and must be set
explicitly in either this file or by creating configure/RELEASE.local.
