You need to send us the contents of iocBoot/iocODA_PS_RS232/Makefile.  Have you run make in that directory?

It is possible that the ARCH in that file is not set to your EPICS_HOST_ARCH, or that you have not defined the TARGET files correctly.

Here is an example of a Makefile that I use on a linux-x86 host:

corvette:CARS/iocBoot/ioc13bmd_LVP_XPS>more Makefile
TOP = ../..
include $(TOP)/configure/CONFIG
ARCH = linux-x86
TARGETS = cdCommands envPaths
include $(TOP)/configure/RULES.ioc

My case is only Makefile, st.cmd. is existed.
