libbspExt is an RTEMS module from SLAC which you need to download and
build separately, see
  http://www.slac.stanford.edu/~strauman/rtems/software.html

This is the last module built in my instructions given at
  http://www.aps.anl.gov/epics/base/RTEMS/Building-4.10.2.txt
