If you can find a CPU board that is already supported by RTEMS you will
save yourself quite a lot of work (or money). I think we paid OAR in the
$25K-$30K range to do a port to a new VME board and that was quite a few
years ago. In case you didn't already know, Eric Norum who ported EPICS
to RTEMS now works at LBL, so you have an excellent local source of
RTEMS help just around the corner.
If you do decide to go with VME then RTEMS will make it easier to use
existing EPICS drivers than RT Linux, but be aware that many of those
drivers will have been written for Big Endian CPUs, originally for 68K
family and nowadays PowerPC, and it might take some work to convert some
of them to little-endian should you pick an Intel/x86 derivative CPU.
