Hi:

The IOC assigns the time stamp.

When you check the output of 
  drvEtherIP_report 10
you'll see the min/max/last scan time, i.e. the round-trip time from sending the read request to the PLC to receiving the data, but that time is not used to adjust the record time stamps.
