I just tested with your example adl file.  

I was able to change the bar orientation from "right" to "up" in Edit mode with no problem.

When I attempt to set  PV Limits/Precision/LOPR/HOPR/PREC to "User specified" in Edit mode it simply reverts to Channel.

When I set PV Limits/LOPR/HOPR/PREC to "User specified" in Execute mode it works fine, I can change the display limits and precision.

I don't get a seg fault in any of these cases.

Medm 3.1.9, base 3.14.12.4.
