We created it here and some of the APS Accelerator IOCs use it, but the
last person to work on it in our CVS repository was Eric Norum back in
2007, so I guess nobody is currently maintaining it. I would be very
happy to apply patches and issue a new release though, or to hand over
ownership of it to anyone who promises not to change stuff that would
break our existing IOCs.
