Once I add only the IVOA field into mbbo as

field(IVOA, "Don't drive outputs")

The case 2) error wasn't printed out in the IOC console anymore. The UNSV field doesn't show any difference so far. I will investigate them later.

By the way, in the EPICS wiki, https://wiki-ext.aps.anl.gov/epics/index.php/RRM_3-14_Common, I see three possible selections in Invalid Alarm Output Action section are CONTINUE, NO_OUTPUT, and OUTPUT_IVOV.
IOC returns the following message:

Can't set "ECR11-Diag:FC01:SetADRate.IVOA" to "NO_OUTPUT"
Error at or before ")" in file "db/devkeithley6514.db" line 522

However, Michael and Chris told me to use "Don't drive outputs" and I found three possible selections such as "Continue normally", "Don't drive outputs", and "Set output to IVOV" in menuIvoa.dbd. No error messages I can see in the IOC. I guess the wiki is out-of-date. Am I correct?

You should to investigate the UNSV and IVOA fields of mbboRecord.  The
combination of UNSV=INVALID and IVOA="Don't drive outputs" might be
closer to what you want.
