I received two bug reports about this problem and can also reproduce it
myself, setting (in base-3.15.1) SHARED_LIBRARIES=NO and
STATIC_BUILD=YES. This is the first error I get:

I am stupefied by this. This is the relevant part of the Makefile:

#  seq library
LIBRARY = seq
seq_LIBS = pv Com

seq_SRCS += seq_main.c
seq_SRCS += ... etc etc ...

Nothing special here! Why does this work for shared but not for static
libraries?

Any kind of hint as to what I might be missing would be appreciated.
