Note the page says: "Strawberry Perl comes with GCC, but its GNU Make does not
provide some features needed by the EPICS build system"

That does not mean Strawberry Perl's make is or was "broken". EPICS relies on
lots of extensions that are only available recent versions of gnumake. It
needs at least 3.81, but I am not sure 3.82 is suitable, see the multiple
"WARNING: Backward-incompatibility" on:

I guess so, perhaps they fixed those incompatibilities in 4.x. Unfortunately
4.0.90 is not an official release of gnu make (see
http://ftp.gnu.org/gnu/make/). To be sure I would recommend trying to build
3.15 against this version of make and report back if there are problems. You
could also try to build synApps. If that runs through w/o errors you should be
pretty safe.
